We introduce the Unpredictability Horizon and argue that the agent’s internal processing becomes the Salient Cause of outcomes, preserving meaningful agency without requiring randomness or dualism.

Building on substrate-agnostic unpredictability, this report formalizes agency as a technical property of self-referential systems: Functional Agency emerges from an Incomputability Firewall rooted in the Halting Problem and Wolfram’s Principle of Computational Irreducibility. We define Agency Depth (D_A) as a scalar metric (Temporal Horizon, Counterfactual Width, Historical Integration, Model Fidelity) and introduce Effective Agency (A_e) as the functional capacity to act as Salient Cause. This model provides a non-dualistic, measurable foundation for sovereignty in an age of predictive modeling.
